We always try to stress quality at lotroinfo, since due to our small staff we can't always have the highest quantity in content. But most of the staff at lotroinfo really try to put their best efforts into everything they do. And hey, it was Menoras's own idea to add the Ask the Lore-master feature to our site, and since he seems to know just about everything about LotRO, it seems to have been a good move.

P.S. - just starting to LOOK at legendary weapons. Oh my. they appear to be as much a stand alone game as the lands themselves! Awesome stuff there to get my tired old mind around.
It has come to my attention that there ARE in fact arrangements for the tier 1-3 flowers. However, they are only available during the spring festival from the repeatable flower-picking quests which start in Bree.
I have updated my answer with this new information, but I thought you might like to know.
