The part you posted is a little too tongue in cheek for my tastes.
I have no idea why he didn't want to work with code-busters, but I can't blame him. For someone with a creative bent, it would be stifling work.
The last line is misleading. Gandalf didn't decipher the runes. Indeed most of the fellowship could read them. The riddle needed deciphering, regardless of the language it was written in. A very simple riddle at that.
